Outline of US Labor History with a Focus on the Role of the Left

Below is a rough outline of the US labor movement that I created as part of a presentation. I’m attempting to periodize by decade, important organizations and broad trends. A particular focus I attempt to also give is looking at the changing relationship of the left within the labor movement. -AW

Outline of US Labor History with a Focus on the Role of the Left

· Colonial through Pre-Civil War Period- indentured servants, sailors and slaves organize minor labor protests and rebellions, and local level proto-union organizations. Some of these efforts included both white indentured servants and slaves cooperating together. Fearful elites grant privileges to whites servants and enshrined a harsh system of chattel slavery for Africans such as through the Naturalization Act of 1790 which granted citizenship only to “free white persons.” Also during this period sexual division of labor would produce laws, culture and practices of unpaid work for girls and women that would last for centuries.

· Race and Labor- Race plays a key role in US labor history whereas early white servants and later workers were granted privileges, access to land, and the right to vote (far before male suffrage was granted in most western countries). Leading into the Civil War period, many white workers cling to the ideology of “free labor,” seeing themselves as free whites and wanting to return to an imagined golden era of artisans, small farmers and shop keepers which they hold in contrast to unfree, slavish and permanently proletarianized workers of color. Because of this, much of the history of unionism has been of white, skilled male workers (though the definition of who was considered white changed over time to incorporate various European immigrants such as Germans, Irish, Eastern Europeans, etc) protecting their privileges against the unskilled, women and non-white workers. Also a much smaller current of homespun labor radicalism emerges, which is sometimes called a ”proto-marxism” by historians.

Civil War is a defining conflict in US history over what type of labor system the country will have with Northern elites eventually imposing free labor in contrast to Southern plantation owners who wished to maintain race-based chattel slavery. Following the collapse of Reconstruction after Civil War, white elites impose the laws and customs associated with Jim Crow that creates an apartheid system that lastes into the 1960′s and making blacks the most exploited segment of workers. Laws created across the country during the Jim Crow era, such as for vagrancy, apply for all poor and non-white.      (more…)

  Imagine if you worked for a huge corporation making crumbs and you had the chance to confront the CEO of your company?  What would you say to the man in charge who had been thwarting your every attempt to organize a union to demand better pay and justice on the job?

 

  Well one member of the Starbucks Union of the IWW had a chance to do that- and the boss simply ran away. Its a great story captured in the below blog post and one that has been widely popular among retail and services workers across the internet. Starbucks of course mysteriously laid off this worker two weeks later, (read the follow up story here) but of course union members are fighting this through organizing and legal action and the incident will likely become one more black eye to the image of Starbucks.      -AW

Howard the Coward: The Day My Boss Ran Away

03/03/09- The time is 8:55 AM, 5 minutes before my alarm clock was supposed to sound I am awoken by a text message which says that Howard Schultz, Starbucks CEO and #1 union buster, is having a press conference at the Oak and Rush Starbucks location. I jump out of bed, get dressed, and haul downtown. By the time I get there, the news cameras are gone. I look around and there he is sitting behind a merchandise wall in an interview with a few reporters. I order an Iced Tall Passion Tea… no need for caffeine, I’m fired up.

My old District Manager is in the cafe greeting customers and she asks me why I’m there. “Just getting a drink,” I respond. She then proceeds to make a call on her cell phone, obviously calling upper management. After I get my beverage, I find a seat, set my bag down, and I approach him.

Recession: Time to Organize

We started this year in the middle of the hardest economic times we’ve seen in decades. The real estate bubble popped, followed by the dissolution of longstanding financial institutions, the subsequent doling-out of taxpayer money to bail them out, and THEN the gouging of a weakened U.S. workforce. Tens of thousands of workers are now jobless, and thousands more lining up behind them every week. All industries are feeling the pinch with this crisis.

In our precarious workforce, we now find ourselves on even shakier ground than before. With no net to fall back on, many are laying low to hold on to what they’ve got. Many workers who’ve been laid off have justified their bosses cutting them loose, naively assuming that their employers simply couldn’t afford to keep paying them. Most truckers know better. We know better than most how much money we generate for our bosses and the coporations, and how little we see of it. For example, as Citigroup sacked 30,000 of its workers, it would come as no surprise to us that just the year before, its CEO raked in $15,105,376 (1). As Sotheby’s so desperately sought to save $7 million to stay afloat by cutting a quarter of its U.S. workforce, we might have guessed that its CEO pocketed $10,341,357 in that same year (2). And of course we’re not shocked to find that Richard K. McClelland, Director and Chairman of the Board of courier industry giant Dynamex, took home $1,222,513 (3).

There is no good reason these lay-offs should be occurring. There is no good reason we should catch the brunt of a recession we did not create. We created the profits the bosses and companies are protecting when they fire us. Or when they cut our pay and benefits. Or when they give us less work. And then of course we’re expected to understand. The figures above should suffice to explain why usually our hardship is not necessary. But nonetheless, you may wonder what we can do about it. Working people have an inspiring history of struggle and victories, even in times of recession. In fact, in these tougher times it is all the more vital for us to be organized. To accept defeat now will only hurt us more later. In this historic time, we may find history has valuable lessons for us.

The Workplace Papers

  The Workplace Papers are a collection of articles and reflection pieces assembled by members of the Sojourner Truth Organization involved in workplace struggles during the 1970′s and early 1980′s. Although coming out of the new communist milieu of the early 1970′s, the organization took up a number of unorthodox and critical positions around race, workplace organizing and revolutionary organization that have today become influential discussion points among those those on the left influenced by anarchism and by some members of the radical IWW union. 

  With the Workplace Papers (click the graphic above to open a pdf) STO took a position similar to the early IWW of building independent worker organization and rejected the approach held by most of those on the left of  reforming existing unions. While ultimately unable to build any form of permanent organization, their members published workplace bulletins and were influential in contributing to a number of wildcat strikes and short lived committees in various factories and meat packing plants around Chicago. Well worth the read are there reflective discussions of worker consciousness and organizing around workplace issues, as they are one of the few revolutionary groups during this time (and sadly still to this day) to understand and take up Antonio Gramsci’s ideas of dual consciousness.

  Another gem to be found in the Papers is the piece, “A Golden Bridge: A New Look at William F. Foster, the Great Steel Strike and the ‘Boring-From-Within’ Controversy” by Noel Ignatin. William Foster was a labor organizer and anarchist who started with the IWW during the early 1910′s until he became convinced that labor radicals should leave independent structures such as the IWW and seek to “bore from within” and revolutionize the mainstream, conservative unions. Failing to convince more than a handful, he left the IWW to apply his own strategy and became an organizer with reactionary AFL craft unions in attempting to organize the meat packing and steel industry in Chicago. Following this, Foster published several accounts of his organizing efforts and joined the US Communist Party, becoming an influential leader and later seen as upholding the ‘golden era’ of CP influence in labor unions. Most of the new left communist organizations as well as the Trotskyist tradition, despite their critical views of the CP, still uphold this golden era as well. Ignatin breaks this legacy down around race and its actual accomplishments, offering a critical and revisionist look at the legacy of Foster and the ‘boring-from-within’ strategy.

  Background on STO: If you would to learn more about the organization and the discussions their legacy is still creating, I recommend checking out  the blog STO: Notes Towards A History and this digital archive of their pamphlets and writings (where you can find the Workplace Papers article in text form). Both are maintained by Michael Staudenmaier, who is working on a book around the group’s history and legacy. Here is a snippet from his writing posted in the STO Wikipedia entry:

The Sojourner Truth Organization was founded in Chicago at the end of 1969, partly by people who had been involved with the Revolutionary Youth Movement II faction of the recently crumbled Students for a Democratic Society. The group largely turned its back on the student milieu, and instead focused its efforts on what has been variously called “industrial concentration” or “(point of) production work.” This focus dominated the group’s first several years, until the mid-1970’s. During this time, the bulk of the membership (close to 50 people at some points) was employed full-time in a variety of factories throughout the Chicago area. In this context, the group agitated for what it called mass revolutionary independent workers’ organizations, built alliances with black and Latino revolutionaries in workplaces, and struggled around a variety of campaigns that reflected the group’s strategic orientation of placing the struggle against white supremacy front and center. Since STO was the first post-new left group in Chicago to emphasize production work, it was able to tap into and relate to a strikingly broad range of workplace struggles, wildcat strikes, and independent organizing efforts. Some of the best stories told by former members focus on these experiences. Still, the failure to build any sort of lasting momentum (much less a mass organization) caused STO to reflect critically on the limitations of industrial concentration as the group had practiced it throughout the early 1970’s.

  On a 100 degree summer day I was in Stockton, at the Sikh temple meeting room. A middle aged trucker with a long, flowy beard asked me “How do we show the other drivers who weren’t at our meeting today what the union is and why they should join?” I struggled to give him a good, clear answer on this one. I improvised an analogy on the spot. I think it paints a picture of our Solidarity Unionism organizing model in practice: “Know the Union, Hear the Union, See the Union.” Let me break it down.

  First you give the whole saying: “Here’s how our organizing works. Some workers will know the union, some will hear the union, but others have to see the union.” If you have a marker and paper, draw three circles around each other (like a bulls eye target). In the middle one write “know,” the next “hear,” and the outer most circle “see.”

ACTU-Brochure-copy.jpg picture by adam_freedom  In the IWW many of us have a critique of the service unionism of most of the large, mainstream unions. This is where the union is seen as a service that workers pay for with dues. The service the union offers is representation with and protection from the boss. 
  On the Organizing Department email list a small debate arose over how services relate to our organizing. How do we not become the service unionism we criticize? Opposing service unionism is an important critique about unions and social movements in general, but whatever we may call them, services can play a useful role in building radical unionism and social movements. 
  We need to understand what service unionism is. It is usually defined as a passive relationship where workers expect union staff, outside representatives or even shop stewards to “fix things” for them. The model is prevalent throughout the US labor movement and can even occur in professed radical unions like the IWW. Unions promote this type of thinking through offering services such as credit cards, discounts or similar benefits. Slogans such as “Union membership pays!” suggest that the benefits of being a union member are like the advantages of signing up with Bank of American instead of Wells Fargo.

Much has been said in the United States labor movement around the Employee Free Choice Act (EFCA), a bill many mainstream leaders tout as the solution to the decline of unions. With the recent election of Barrack Obama and the Democratic Party holding the majority of seats in both houses of the US Congress, these same leaders have their hearts set that their millions of dollars in campaign contributions will pay off with the passage of the bill.

The meat of the EFCA would amend existing labor law in the US to allow unions to gain official recognition in a workplace through a majority of workers signing authorization cards and avoid the perilous and employer-dominated election route. Once a union is certified, employers have to begin sitting down with the union within ten days. If no deal is reached government mediators can force employers to sign a first contract,  even without the vote of workers. The EFCA also would drastically increase the penalties companies face for violating workers rights, such as with firing workers for organizing, which happen at record rates in the US compared to the rest of the industrialized world. Workers could receive up to three times the back pay owed and companies could be fined up to $20,000 for willful or repeated violations.

 

What are members of the IWW to think of this? We are a small but growing international union with a vision of a completely different world. Not the vague change promised by both sides in the US presidential elections, but a world without bosses, where everyday workers are in the driver’s seat, and where hopes and dreams for a better world can truly be realized. Will the passage of the EFCA move us closer to our vision of a new world? There is certainly a great deal of hope in the change that the EFCA could bring, but I think we need to look more critically whether substantial change will come even if the EFCA should pass.

Independent truckers in California’s San Joaquin Valley shut down their rigs on Friday, May 2nd declaring an open-ended strike. At $4.80 a gallon, sky-rocketing diesel prices top the list of grievances. As their main demand, drivers insist on doubling the rates paid for hauling a container. The second biggest demand is a fuel surcharge of upwards of 55%. The brokers currently pay surcharges varying from 30-40%. If drivers can keep the trucking bosses from stealing it, the increased surcharge would help place the burden back on those who can afford it.

Revitalizing Labor: “Another World is Possible” by Staughton Lynd

I love Lynd’s radical and critical perspective on the proposals that people are floating for the labor movement. On reform efforts he says: “Current efforts to revive the labor movement in the U.S. define their objectives so narrowly, that even if successful, they would not change anything fundamental.” Beautiful!

The 2nd half gets into debates on labor history, but it is exactly on point: everybody is waiting for a leader, but it is the bottom up organzing with a radical vision that moves change.

What is the problem? What needs to be set right? The
mother of all wrong solutions is card-check voting,
which would give more access to unorganized workers for
the same top-down unions, with the same
unaccountability to the membership because of the dues
checkoff, with the same ever-readiness to give up the
right to strike. Equally misguided in my view is the
notion that Taft-Hartley represented a decisive turning
point and that its repeal would release the original
pristine impulse of the Congress of Industrial
Organizations to flower again. All major trade union
leaders beginning with John L. Lewis have devised means
whereby workers would give up the right to collective
self-activity embodied in Section 7 in exchange for a
mess of pottage. So we, labor lawyers and labor
historians, can only begin to be useful when we forego
our endless apologies for the latest hoped-for
“progressive” union leader. Our task is to envision an
institutional” “embodiment of the class self-activity
discovered and imagined by E.P. Thompson and colleagues
and partially realized by the IWW in work that
desperately needs updating.”

The new worldwide movement against “globalization,”
meaning, U.S. imperialism, and for a better day, has
come up with a defining slogan: Another World Is
Possible. The words remind us that a social movement is
unlikely to bring about what it does not even try to
achieve. Current efforts to revive the labor movement
in the U.S. define their objectives so narrowly, that
even if successful, they would not change anything
fundamental.

The Central Valley California: “The Beautiful and the Damned”

This is a excerpt from my manuscript on 2004/2005 Intermodal trucker organizing in the Stockton area. It is still rough. Below are the sections on the Central Valley. I’m really interested in the question of how might we charactorize a place like the Central Valley. The stats on poverty in the area- making it one of the most impoverished region in the US- are shocking. You can read an earlier draft of the introduction in one of the older posts below.

            What struck me hardest in organizing with the truckers in Stockton was the convinced resolution of the truckers of the need to fight their companies. Even the reluctant or scared drivers would not deny the reality of the conditions they faced. It didn’t seem anything like what might be called the trade union consciousness that urban workers I had previously organized with might develop. Perhaps owning, or at least mortgaging, their own trucks gave them a greater attachment to the industry as would any skilled worker who owned the tools that their employer depended upon. I would describe it as more of a gritty class consciousness than anything else, a consciousness that understood the daily necessity of the trucking companies to squeeze the truckers for profit and to maintain their competitiveness in relation to the logistics brokers.
